Amirkabir University of Technology; "Scientific Model for Planning in the Hierarchical Structure of Holdings and Upper Organizations" Presented by Researchers at Amirkabir University of Technology

Researchers at Amirkabir University of Technology have succeeded in presenting a scientific model for planning in the hierarchical structure of holdings and upper organizations.

According to the Public Relations Office of Amirkabir University of Technology, Faraz Salehi, a Ph.D. graduate of Amirkabir University of Technology and the executor of the project "Presentation of Modeling for Selection and Planning of Project Portfolio in Holding Companies," stated: "The main idea of this project was obtained through close observation of the industry and a history of collaboration with holding and parent companies."

He added: "Many active companies in various industries, both in Iran and around the world, are subsidiaries of holding companies or parent companies that influence the planning decisions in production and operational companies by holding the maximum shares and majority of the board of directors, in fact, macro-level decisions affect operational decisions."

The researcher at Amirkabir University of Technology continued: "Since holdings act as upper organizations of these companies at the operational level, the policies adopted by them will influence the operational companies' planning in the direction of those policies."

He said: "Development projects are the most important decisions for companies, shaping their future path. Therefore, the selection and planning of projects that can best shape the business and company's development path and, at the same time, help the predetermined path of the upper holding, will be very useful."

He stated that many businesses worldwide have faced failure due to this lack of coordination in investment and execution, and he mentioned that this research can be boldly referred to as the first research in the literature of this field, which has considered policymaking and execution with mathematical planning and has moved away from the descriptive and qualitative state, which is hardly evaluable.
He added: Especially in our country, Iran, where financial resources have been limited in recent years and efficiency in planning is a necessary requirement for businesses, this research will be very helpful for efficient planning.

Salehi stated: In Iran, there are large companies and many businesses such as Shasta, Mapna, and others that need their subsidiary companies and the parent company to move in line with specific policies.

He said: Our working method is based on mathematical planning and mathematical modeling of the problem. This project can be implemented in all companies and organizations that have a hierarchical structure, meaning a company that owns subsidiary companies or an organization responsible for a series of other organizations.

He added: We studied the idea in holding companies, and many organizations, as mentioned, are structured in such a way. Therefore, it is the upper organization or parent company that should benefit from this research and idea.

Salehi noted: Holdings can use this research for planning within their subsidiary companies, ministries such as the Ministry of Industry for implementing upper-level policies, or even universities for budgeting and educational policies in their faculties. Although the model presented is for budgeting and project selection, its idea can be beneficial for coordination in the execution of policies and strategies of any kind.

The researcher stated: For industrialization, organizations need to declare their readiness, and I am sure that such an approach is one of the serious problems in companies and organizations with such a structure.

He said: The most important application of this is for planning in hierarchical structures such as holding companies and upper-level organizations.

It is worth mentioning that the supervisors of this project are Dr. Seyed Mohammad Javad Mirzapor Al Hashem and Dr. Seyed Mohammad Motarre Hosseini, faculty members of the School of Industrial Engineering at Amirkabir University of Technology.
